Three German nationals arrested for alleged collaboration

German prosecutors announced the arrest of three nationals suspected of collaborating with the Chinese secret service to transfer technology with potential military applications.

The timing, just after Chancellor Olaf Scholz’s visit to China to address concerns over Russia’s wartime economy and intellectual property theft, adds complexity to Germany’s relationship with both China and Russia.

The suspects, including a married couple running a company in Dusseldorf and an individual described as an agent for China’s Ministry of State Security, allegedly established a cooperation agreement with a German university through their company.

This highlights Germany’s dual perception of China as both a partner and a rival, especially regarding the export of dual-use goods to Russia.

As part of the cooperation agreement, the suspects were involved in preparing a study for a Chinese contractual partner concerning machine parts suitable for powerful marine engines, including those used in combat ships, according to prosecutors.

This partner was identified as an employee of China’s Ministry of State Security (MSS), who directed Thomas R.

The suspects also allegedly procured a specialized laser from Germany, paid for by the MSS, and exported it to China without authorization. The specific purpose of the laser was not disclosed by prosecutors.

In the previous year, Scholz’s government presented a strategy paper referring to China as both a key trade partner and a systemic rival.

It also warned companies and research institutes about the threat of cyber and hybrid security risks from China. The Chinese embassy in Berlin did not immediately respond to a request for comment.

Last week, Germany arrested two Russian-German nationals on suspicion of spying for Russia.

They are said to have plotted sabotage attacks aimed at undermining Germany’s military support for Ukraine in its war against Russia.
